A city. It is built around an ancient mine shaft.
You see, at one time, the Ancients powered enormous drillers, with bits several kilometers in diameter, to bore into the fabric of the earth. To this very year, the Archives show no results as to what exactly the ancients were digging up.
Today, a vertical city, built into this 23 kilometer mineshaft has a standing population of 5 million denizens.
